Se não tinha arquivo .sql no final, é porque esse arquivo não vai funcionar, ele não é apropriado pra database

O seu MySQL no XAMPP está rodando normalmente? Se estiver, vá em seu navegador e digite localhost/phpmyadmin ou localhost:8090/phpmyadmin

Provavelmente deve ter algum lugar no IP do seu roteador que você possa desbloquear a porta. Pra você saber o seu IP do roteador, vai no menu iniciar do Windows e digita 'cmd'. Uma tela preta vai abrir, depois digite : ipconfig, e pega o IP que tá no gateway padrão. Esse IP é o IP do seu roteador.

 

Pra você desbloquear, procure algum tutorial ensinando a desbloquear a porta no seu roteador. Abrçs

Tem como você passar a database que você está importando e me dizer o nome do servidor?

 

 

OBS : Antes de você importar o arquivo .sql, você selecionou a database criada em qual o seu arquivo vai ser importado?
