senha criptografada? qualquer um consegue descobrir senha criptografada e se deixar o site separado do ot, sem esses programas tipo o xampp que pode ser invadido facilmente a chance de alguém conseguir invadir sua database é bem menor, faça o teste.

gesior nunca vai ser seguro, pode facilmente ser hackiado, essas empresas que vendem OTs, sites, mapas, scripts, etc só visam lucro eu consegui acessar a database de vários ots que usam esse mesmo gesior e alertei os donos

reinstale o xampp, tente seguir esse tutorial: http://www.xtibia.co...site-com-xampp/ e veja se funciona ou vai na pasta do xampp e abre o check-port (alguma coisa assim, não sei direito pois não tenho o xampp instalado) e verifica se tem algum programa usando a mesma port que o apache, se tiver, desisntale o programa e veja se resolve o problema obs: o skype é um exemplo de programa que pode bloquear o apache, se voce tiver o skype instalado eu posto aqui como usar ele normalmente e fazer o apache rodar sem problemas não esqueça do meu rep+ se te ajudei
