Sim, é que normalmente os antigos servidores nao precisavam do msqlphpadmin, voce precisa ter o programa de gerenciar no meu caso eu uso o Xampp, se vc tiver o xamp certifique-se de que o xamp adm painel esta aberto e o msql esta ligado. Ai no caso você coloca no config.lua do ot seu mysqluser se voce usa Xampp provavelmente sera "root" e sua senha, caso voce nao tenha, deixe assim:mysqlpass: ""

Lembrando antes de roda o ot, abre o xampp o painel de adm e liga o mysql.

Caso você nao tenha ou nao saiba o que é, recomendo algum tutorial aqui do site Xtibia sobre o Xampp. OBS: Esse http://www.xtibia.com/forum/user/381781-mudrock/é cranio dos paranaue. Espero ter ajudado
